PROCUREMENT NOTES

Read before you brief.

BUYER GUIDE

What does “waterless” mean for a cosmetic product?

Waterless commonly refers to a formula made without intentionally added water, or a concentrated format activated with water at use. Solid and waterless are not interchangeable: a solid can contain water, while an anhydrous oil can be liquid. Confirm the actual formulation, intended use and naming for each SKU.

What to ask next

Ask for the formulation basis, water activity assessment where relevant, use instructions and a claim review. Do not infer lower environmental impact solely from a solid format.

BUYER GUIDE

How should a buyer evaluate solid care samples?

Write a benchmark before sampling. Review application, foam or glide, rinse feel, bar wear and storage. For haircare, evaluate the intended hair types and local water conditions. For balms and sticks, include heat and dispensing checks.

What to ask next

Keep sensory evaluation separate from required safety, stability and compatibility studies. Record sample revision, packaging, test conditions and approval criteria so production specifications match the approved reference.

Which documents matter for an export project?

Documentation depends on the product, claims and destination. EU/UK projects may involve a responsible person, product information and safety assessment obligations; US projects may involve applicable MoCRA duties. Duties depend on the operator and exemptions.

What to ask next

Request the relevant formula and ingredient records, specifications, batch documents and claim evidence. Verify current requirements with a qualified local regulatory adviser. A factory certificate is not a product marketing authorisation.
